【摘要】:Applicabilityx2014;Thisguideisintendedtodescribeaplanningauditthatwillimprovetheshipowner''sabilitytoforecastcostsandscheduleimpactsandaidtheshipownerinidentifyingenvironmental,health,andsafetyconcernsassociatedwiththeremoval,handling,anddisposalofpotentiallyhazardousshipboardmaterials.Usex2014;Auditsmaybeperformedtoaidinplanningforavarietyofevents,includingmaintenance,repair,modification,purchase,orscrapping.Tomaximizeefficiency,auditsshouldbetailoredtomeetthespecificneedsoftheshipowner,withtargetmaterialsidentifiedduringtheplanningprocess.Cautionx2014;Legalrestrictionsontheremovalanddisposalofmaterialsdiscussedinthisguidemayvarysignificantlyfromporttoport,bothwithintheUnitedStatesandabroad.Reasonsforthisvariationincludethedecentralizednatureofportcontrol,state,andlocalenvironmentalregulations,andthelocalavailabilityoflandfillortreatmentfacilities.Usersofthisguideshouldconsultlocalauthoritiestoobtaininformationonspecificlegalrequirements.1.1Purposex2014;Thisguidecoversinformationforassistingshipownersinplanningforcostsorschedulingcomplicationsduringmaintenance,repair,modifications,purchasenegotiations,orscrappingactivities.Removalanddisposalofcertainmaterialsdisturbedduringmodification,maintenance,ordisposalofsystemsorcomponentsmaybecostlyorinterrupttheworkschedule.1.2Objectives:1.2.1Thisguidewilldescribematerialsthatmaybedisturbedonshipsduringmaintenanceorscrappingactivities,whichmayresultincostlyortime-consumingremovalordisposalactions.1.2.2Thisguidewillprovideasystematicmethodtoidentifyandrecordthelocationsofmaterialsofconcernforimmediateplanningandfuturereference.1.2.3Thisguidewillincludeabriefdiscussionofissuesrelatedtothehandlingandstorageofmaterialsdescribedinthisguide.1.3ConsiderationsBeyondScope:1.3.1Thisguideisnotintendedtoaddressmaterialscarriedascargoormaterialstoredonboardinprepackagedcontainers.1.3.2Thisguideisnotintendedtoaddresswasteproductsrelatedtotheongoing,day-to-dayoperationofaship,suchassewage,solidwaste,incineratorash(orotherresidualproductsresultingfromsolidwastetreatment),andresidualsludgeleftinsegregatedballasttanks.1.3.3Thisguidedoesnotprovideacomprehensiveindexoftestmethodsavailableforcharacterizingthematerialsdiscussed.Testmethodsreferencedordescribedshouldbeconsideredasexamples.1.3.4Thisguideisnotintendedtoaddressdirectlyregulatoryissuesforanyofthematerialsdescribed.1.3.5Thisguideisnotintendedtoaddressremediationconcerns.
